A procedure whereby a belligerent nation prevents the access of its enemy's coast to vital shipping of foodstuffs and war materials (maritime blockade, "blocus maritime"). In peacetime, it can be used as a means of pressure by one power against another (pacific blockade or "blocus pacifique"). This leaves the door open for negotiations.
