This publication provides guidance for the Philippine Army Doctrine Development System. It will assist the army authorities in implementing their responsibilities to develop doctrine for the functions of personnel and administration; intelligence and security; operations; logistics; plans; communications, electronics, and information systems; civil-military operations; education and training; reserve force and reservist affairs; and resources and finance. This publication describes doctrine as guidance and establishes the doctrine development agencies, the publication structures, and the doctrine catalog. It establishes the non-bureaucratic and formal army doctrine development processes and outlines the four stages of the manual development process. It also establishes the publishing matters of manual format, printing, and distribution.
