The purpose of this publication is to provide guidance for all the personnel of the Philippine Army, both civilian and military personnel, involved in both financial and material transactions. It shall provide the general principles in an encapsulated form to constitute the fundamental principles enumerated by law and regulations without much consideration to the statutory construction of related laws. This manual is envisioned to provide a simple guide in conceptualizing, planning, execution, and assessment of different types of transactions involving government property and money that are imbued with public interest. The Laws considered in the development of this manual are the Government Accounting Code (PD 1445), Government Procurement Law (RA (9184), The Government Accounting Manual, and other related laws.      This publication describes the general accounting principles in a simplified manner with ample explanation that is envisioned to provide adherence to public accountability and transparency.
