This manual is formulated to provide basic Civil Relations doctrine to the Philippine Army. It provides guide in the planning and conduct of Civil Relations activities in support to the Civil-Military Operations in the Philippine Army.      Further, it provides thorough examination of the theory and practice governing Civil Relations of the Philippine Army. It tackles the fundamentals, importance, and operational framework of conducting Civil Relations activities.      This is applicable to all personnel at all levels of engagements. While this manual primarily benefits personnel performing CMO functions, others who are involved in Civil Relations activities such as, but not limited to, the commanders and staff at the division, brigade and battalion may also gain valuable insights.
