This publication includes the concepts and basic guidance necessary for the conduct of crisis management operations. It provides more focus on each phase of crisis management operations. The concepts presented herein are applicable at the battalion up to the HPA level. Since a separate manual dealing with natural crises/emergencies, the Disaster Operations Manual (PAM 3–0044) is also developed, this publication deals mainly with man-made crises/emergencies.
