The PA Strategic Planning Manual (PAM 5-00) serves as the Army’s core manual on Strategic Planning. It provides guidance in the Army’s strategic planning process to aid in the development of Army-level strategic plans.      This manual offers an introductory discussion of Army Strategy and the Army Strategic Planning Framework. It also covers the Army strategic planning process which describes procedures in strategic assessment, capability development planning, war planning and program development.      The PA Strategic Planning Manual benefits strategic planning officers of HPA and other PA Major Units and students of SOC and AFPCGSC. It provides them necessary information to develop future strategic plans that will help the Army prepare in addressing challenges that threaten the country’s security.
