This manual contains information on the basic belief systems, history, organizational structure, political program, and internal problems and issues of the Communist Party of the Philippines (CPP). To the extent possible, the development of this manual was enriched with the availability of reserve information obtained from intelligence sources and accumulated through many years of intelligence operations on the local communist groups particularly against the CPP. However, disclosure of up-to-date information has been tempered by the need to protect on-going operations. This manual has placed full emphasis on the Communist Party of the Philippines – Marxist Leninist Mao Tsetung Thought, the party led by Jose Maria Sison, although other socialist organizations are briefly discussed in Annex A.
